What the Horizon 3 listing actually means.
No boundary yet
No precinct boundary has been gazetted. The area is described broadly as the land west of the existing Sunbury township.

Hectares, dwelling capacity, jobs and future resident numbers do not exist in any official document for this area, so none are published here.
What a PSP delivers
When a precinct structure plan is prepared it sets the road network, land use, a local town centre, school sites, open space and conservation areas.
Open space and green spine
Victorian precinct plans reserve creek corridors and linked open space. Around Sunbury, the Jacksons Creek valley is the dominant natural feature.
Schools and community land
Government and non-government school sites are reserved through the PSP process rather than announced in advance.

Stage 1
Sequencing
Precinct named in the 10-year greenfields plan under Horizon 3, with planning scheduled to commence between 2029/30 and 2033/34.
Stage 2
Precinct structure planning
The Victorian Planning Authority prepares background studies, a draft boundary, land use plan and infrastructure contributions.
Stage 3
Exhibition and approval
The draft plan is exhibited for public comment, assessed, then approved and gazetted into the planning scheme.
Stage 4
Servicing and delivery
Rezoned land is serviced, subdivided and released in stages. First homes, then a town centre, then a maturing community.
